&VS-ENDBR-CONTROL and &VS-UNLOCK-CONTROL are set to USER.

Resolution:
Set &VS-ENDBR-CONTROL and &VS-UNLOCK-CONTROL to the USER in
APSCNTL(APVSAMIN).
