MF_XMLEXT_LOCAL_ENCODING environment variable

The MF_XMLEXT_LOCAL_ENCODING environment variable is used to specify the "local" character encoding. This environment variable is ignored if the XML SET ENCODING statement sets the encoding to UTF-8.
