SLR0131E  hh:mm:ss.ttt User server did not signal READY after a wait period of 10 X [002] ms. Command was not routed to
         the user server.

Explanation:

This message is normally issued when the user server has not marked itself ready yet in the user administration control structures. After the named amount of milliseconds (configuration parameter TSOE_DELAY_SUBMIT) the scheduler informs the client of this and asks the client to retry later.

Determine why the user server did not signal itself ready. This may be due to too much CPU load on the z/OS system or wrong WLM settings for user servers.
