A tool descriptor was modeled with a certain tool type which requires an "ISA_Plug-In" attribute but it is missing. This is a modeling error.

Model Administrator Response:

Add an "ISA_Plug-In" attribute to the tool descriptor ("New Child" -> "ISA Plug-In") and define the missing attributes. Example: If an input dialog was modeled (tool type "SWTDIALOG") you must specify a plug-in ID in the ISA Plug-In attribute.
